Some policymakers lament that American manufacturing is on the decline, and they promote policies to “bring manufacturing jobs back” to the United States. Meanwhile, many U.S. manufacturing firms now commonly control the production process, innovate and own the associated intellectual property, and bear the entrepreneurial risk, but outsource the actual fabrication of products, often to offshore locations. This approach to manufacturing is known as factoryless goods production (FGP) and is part of global value chains (GVC). While FGP plays a critical role in bringing manufactured goods to market, FGP is not recorded as manufacturing under current statistics. Moreover, the contribution of the FGP and GVC activity to the U.S. economy is quite difficult to assess in our current statistical system.  What do these terms mean, and how is their evolution impacting U.S. jobs? How do these trends affect the future vitality of the U.S. economy, U.S. manufacturing, and American workers? This panel of experts will discuss the FGP and GVC phenomena and how policymakers and statisticians should respond.

Are trade statistics outdated?  Export and import statistics seek to measure trade flows between nations.  America is a global leader in innovation, but there is a widespread belief that the US doesn’t make anything anymore. In a global economy, export and import statistics only tell part of the picture. Economists are now trying to develop new ways to more accurately measure where value is created and captured by looking at Global Value Chains (GVC).  A GVC describes the full range of activities that firms and workers do to bring a product from its conception to the final customer.  These activities include manufacturing, design, production, marketing, distribution, retail and support to the final customer.  American workers create billions of dollars in value as part of GVCs, but a lot of that value isn’t captured in traditional export and import statistics. Leading economists from around the world will weigh in on what really is happening in American manufacturing and international trade.   Could their work lead to a complete rethinking in how trade is measured and valued?

Three new studies show how U.S. services exports can create millions of new U.S. jobs.  The authors of these studies will present their findings at this event.  Chairwoman Okun will discuss a recent USITC study which finds that investment abroad by U.S. services multinationals supports approximately 700,000 jobs in the United States.  In his book Fear, Facts, and Offshoring, Brad Jensen of the Petersen Institute takes the most detailed look to date at the U.S. service sector, makes a series of policy recommendations to promote increased U.S. access to foreign market services, and addresses fears concerning outsourcing of U.S. services activities, finding that they are greatly overstated.   Aaditya Mattoo is completing the World Bank’s Services Trade Restrictiveness Index, which gives detailed measurements of services trade and investment barriers in 103 countries around the world.
